We can get all sorts for free under 'human rights' claims, yet it is legal to charge for use of a toilet? Surely it is a FUNDAMENTAL HUMAN RIGHT to be able to 'go' when you need to. Ban this practice!

Get them off the streets, if they get caught the parents can collect them from the police station. The police can then concerntrate on criminals not groups of teenagers terrorising neighbourhoods.
